i have a dsl line 1 mb/s and download is so slow it becomes 1 kb/s so what can i do ?

When exactly does it become slow? (ie: is this random?)
Does it decease in speed over a time ( say an hour ) or does it drop down to 1kb/s instantly?
Was your connection always like this?
Have you scanned your computer for spyware/viruses?
